Adult Services comprises Reference, Periodicals, and Extension Services.

The Reference Department provides a variety of services. Reference librarians answer the questions of patrons in the Library and those who request information by telephone or email. They instruct individuals and tour groups on the use of the reference collection and the computer catalog. Librarians also assist individuals in pursuing research projects.  Books not owned by the Rosenberg Library may be borrowed from other libraries at no charge to the patron.

The Reference staff orders adult and young adult materials for the Library and welcomes suggestions about materials to be purchased. The book collection includes best-sellers, classic and contemporary fiction,  and non-fiction on a large range of subjects. The Department also circulates non-print materials, including videos, CDs, audio books, and sheet music. A special collection of the Adult Services Department is the Mary Moody Northern Maritime Collection.  Adult Services has two photocopy machines, fax service, and a typewriter for patron use.

The Periodicals Section receives more than 300 current magazines and newspapers, and owns microfilm of the Galveston County Daily News back to 1844. The Department also maintains census data and immigration lists on microfilm.

Rosenberg Library is headquarters of the Galveston County Library System. Its Extension Services, funded by the Galveston County Commissioners Court to serve all of Galveston County, delivers materials to homebound and institutionalized people who are unable to get to a library. They maintain depository collections of books and audio books in Galveston County nursing and retirement homes and other selected locations. Extension Services also provides Book-By-Mail service to homebound patrons.
