  1. Meeting rooms may only be used for purposes which will not disrupt other services in the library.

  2. Voter education functions are permitted.  Functions promoting a candidate are not permitted.

  3. Meeting rooms cannot, in general, be made available for purely social functions.

Rules:

  1. Before receiving permission to use the Library’s meeting facilities, the requesting organization must complete an on-line reservation request to include review and acceptance of the Library’s meeting room policies, the organization’s name, purpose, contact information and for-profit or non-profit status.

  2. Groups using the Library meeting rooms may not use advertising and publicity which imply that their program is sponsored, co-sponsored, or approved by the Library, unless written authorization to do so has been previously given by the Executive Director.

  3. No unlawful, hazardous or dangerous activities may be conducted in the Library meeting rooms.

  4. Organizations may serve cookies and similar finger foods, not requiring the use of the Library’s equipment, without incurring extra charges.  Open food and drink containers may not be carried to and from meeting rooms.

  5. Organizations are responsible for cleaning up afterwards and must leave the meeting room in the same condition in which they found it.

Fees:

In general, non-profit organizations in Galveston County will not be charged for use of the Library’s facilities.  However, if an organization’s use of the facilities causes the Library unusual expenses, the user will be required to reimburse the Library for those expenses.

  1. For a meeting taking place at a time the Library is not regularly scheduled to be open, the Library charges $25.00 per hour.  In addition, all expenses (minimum of 4 hours) for three custodians will be billed to the organization.

  2. A fee will be made for each hour or part of an hour that a meeting continues past the Library’s closing time.

  3. A fee will be charged for use of Library punch cups, punch bowl, small plates, etc.

  4. Galveston County for-profit organizations will be charged for the use of the Library’s meeting rooms as follows:

    • Harris Gallery: $15.00 up to 2 hours, $10.00 each additional hour
    • Morgan Room: $10.00 up to 2 hours, $5.00 each additional hour

  6. Out of County For-Profit organizations are charged a flat-rate of $250.00, plus any fees incurred, depending on usage.

  7. If preparations for a meeting involve an unusual amount of Library personnel time, the organization will be asked to reimburse the Library for the actual costs incurred.  Groups making more than twelve meeting room reservation changes per year may also incur extra charges.

  8. If a meeting room has been set up and the participants do not show up, a $10.00 fee for the set-up will be levied, plus the usual charge for coffee if it had been requested, or any other services for which we charge. Reservations must be cancelled at least 24 hours in advance.
